With the federal government and an effective majority in Congress utterly unwilling to address global warming in any meaningful way, we must turn to states and localities for leadership. It doesn't get any more local than Greensburg, Kansas. After Greensburg was destroyed by a severe tornado in May of 2007 (see left photo and my last post), the rural town of less than 1500 residents had difficult choices to make, including whether to rebuild at all.
