Low Demand for Office Space, Even if it's Green

Is it just me, or does it not make any sense to continue building office space, or anything else for that matter, if the need for it isn't there? Don't the building owners see all the other available space for rent in the area before they invest money into building new structures? This morning, I came across an interesting article atthe Union Tribune of San Diego, that examined this very issue.
